Training for CSO on preparation of EOI for CSS Global Fund round 9 (Updated)

15 Oct 2008 – Invitation to training for civil society organizations in preparation of expressions of interest for the role of sub-recipent in the community systems strengthening component of Vietnam’s Global Fund round 9 submission, organized by Pact Vietnam and UNAIDS.

The Global Fund to Fight AIDS, Tuberculosis and Malaria was created to dramatically increase resources to fight three of the world’s most devastating diseases, and to direct those resources to areas of greatest need. The Global Fund recognizes that civil society and the private sector can, and should, play a role in the development of proposals and the implementation and oversight of grants at the country level.  Viet Nam’s Country Coordinating Mechanism (CCM) is currently preparing a submission for the Global Fund Round 9 funding cycle.  This will include a component to be implemented by civil society organizations (CSOs).

To initiate support to CSOs in preparing their submissions, the Viet Nam Union of Science and Technology Association (VUSTA), along with the Global Fund CCM and civil society members, and support from UNAIDS, organized information sessions in Ho Chi Minh City and  Hanoi in September.

To provide more in-depth support, Pact Vietnam and UNAIDS will hold four training workshops designed to increase the ability of CSOs to develop responsive Expressions of Interest (EOI) to the 
Call For Expressions Of Interest For Sub Recipients For Community Systems Strengthening Component For The Viet Nam Global Fund HIV Proposal – Round 9’  issued by the Global Fund CCM.on October 14, 2008

The training objectives are to:

  • Increase local CSOs’ understanding of Global Fund Round 9 proposal requirements.
  • Increase local CSOs’ understanding of relevant and appropriate interventions that are supportive of Viet Nam’s national legal framework and the National Strategy on HIV/AIDS. Prevention and Control in Viet Nam until 2010 with a vision to 2020.
  • Increase local CSOs’ understanding of key EOI concepts and to provide practical guidance on clear and logical EOI development and writing.

Each training course will be two days in length.  Up to four trainings will be held, as follows:

Hanoi: 20-21 October 2008 and 28-29 October 2008
HCMC: 23-24 October 2008

A fourth training may be held in either Hanoi or HCMC dependent on interest and the province of origin of registering organizations.  Please note that the dates for the Hanoi workshop have changed (from October 15-16 and 17-18) as a result of the Call for Expressions of Interest being issued on 14 October and Pact/UNAIDS desire to ensure that training is based as closely as possible on requirements as communicated in the Call.

Organizations must be legally registered in Vietnam to be eligible to submit an EOI to the Global Fund.  Organizations that are not legally registered but are interested in participating in the workshop may attend the workshop. They are encouraged to become members of consortia led by eligible, registered organizations that could serve as the direct sub-recipient. Consortia members are encouraged to attend the training workshops together.
PLEASE NOTE THAT THE TRAININGS WILL BE FACILITATED IN VIETNAMESE ONLY.

Organizations are invited to send 1-2 individuals, Participants from outside Ha Noi or Ho Chi Minh City will be provided a modest allowance to cover accommodation and food, and will be reimbursed for travel costs. Participants are expected to register in advance for one of the workshops using the attached registration form.  Registered participants will be notified of the exact venue and other details by email or fax, if required.gf_training_registration_form_revised
