National Committee on AIDS, Drugs and Prostitution Prevention and Control
The National Committee on AIDS, Drugs and Prostitution Prevention and Control was established in June 2000. The Committee is an inter-sectoral agency that assists the Prime Minister to guide and coordinate the response to AIDS, drugs and prostitution. The Committee includes 21 ministries and mass organizations and is chaired by the Deputy Prime Minister responsible for social affairs.
Each Committee member agency assigns a Vice Minister or an official of equivalent rank as its focal point for Committee-related work. Three ministries – the Ministry of Health (focal point for AIDS), the Ministry of Public Security (focal point for Drugs), and the Ministry of Labour, War Invalids and Social Affairs (focal point for Prostitution) – provide policy and strategy development, planning, and secretariat support to the Committee in their respective area.
The Committee holds its meetings bi-annually to review annual plans on AIDS, prostitution and drug issues.

Viet Nam Administration for HIV/AIDS Control
The Viet Nam Administration for HIV/AIDS Control (VAAC) is a department within the Ministry of Health that assists the Minister of Health in the planning, directing and management of the implementation of HIV programs across the country. The VAAC acts as the focal agency for the health response to HIV in the National Committee, on behalf of the Minister of Health.
The VAAC is led by a Director General and four Deputy Directors, and includes several departments including general planning; harm reduction; care and treatment; surveillance, monitoring and evaluation; scientific research and international cooperation; communications and community mobilisation; and, finance and accounting.
The VAAC provides guidance and technical support to 63 Provincial AIDS Centres who are in charge of implementing HIV programmes at the provincial level.
